Goo Se Ra, a quick-witted, lower-class woman with little money or education, has a knack for speaking up and stirring trouble, earning her the title “Queen of Civil Complaints.” After bouncing between unstable jobs, she sees the District People's Council, with its high pay and light workload, as her big chance.
